For more than a year, discussions have been going on in Ukraine regarding the introduction of the institute of civil partnerships. In March, the corresponding draft law No. 9103 was registered on the website of the Verkhovna Rada, and in less than a month, a petition in support of it received the required 25,000 votes. The draft law is currently being considered by the committees of the Verkhovna Rada and needs public support.
Why is BILL 9103 important?
Civil partnerships allow same-sex and opposite-sex couples to enter into unions that provide both partners with mutual rights and responsibilities. In particular, they will be able to own property and receive inheritance and social protection, including in the event of the death or disappearance of a missing partner.
This format is similar to a formal marriage between husband and wife, but is not equal to, does not replace, or contradicts it. It only makes it possible to legally recognize relationships that already exist, but due to the lack of a mechanism, cannot be regulated by law.
The adoption of Bill 9103 is not just timely, but very important right now, during a full-scale war. After all, at a time when Ukrainians are in unprecedented danger, hundreds of thousands of people are defending Ukraine at the front, all of us, without exception, need protection of our rights from the state.
How to support the introduction of civil partnerships?
Every resident of Dnipro and Dnipropetrovsk region can personally influence the adoption of this important draft law for Ukraine. To do this, you only need to sign a letter addressed to people’s deputies — Denys Maslov, Serhii Demchenko, and Dmytro Shpenov. Why them? All the listed deputies are members of the Verkhovna Rada Committee on Legal Policy, which directly affects whether the draft law will be adopted. They are also elected representatives of the Dnipropetrovsk region, so they must hear the voices of their constituents.

Application through the website of the Verkhovna Rada
Step 1. Download 1 of 3 letter templates from the link and enter your data in the template.
Step 2. Register or log into the citizen’s existing electronic account on the website of the Verkhovna Rada and log into the account.
Step 3. Go to “Request” and select “Create a request”.
Step 4. Fill in the mandatory fields, enter the subject of the application and select the items as shown in the image.
Step 5. Choose three people from the list of people’s deputies — Demchenko, Maslov, and Shpenov.
Step 6. Attach the file from the template in which you previously entered your data.
Appeal to the personal mails of people’s deputies
Step 1. Download 1 of 3 letter templates from the link and enter your data in the template.
Step 2. Go to your e-mail and create a new letter.
Step 3. In the subject of the letter, write “Support the introduction of registered partnerships in Ukraine”. Enter the e-mail addresses of people’s deputies in the addressee field:
Step 4. Attach the previously completed letter template to the message.
Step 5. In the body of the letter, write the text in any form. For example, the following:
“Dear people’s deputies!
Please support draft law No. 9103 on registered partnerships in Ukraine. I believe that the adoption of the draft law will help to eliminate discriminatory provisions that violate the rights of Ukrainians, as well as demonstrate the commitment of our state to the fundamental European values – democracy, protection of human rights and the rule of law. Details are in the attached letter.
