Combating hate crimes
We protect people’s rights, document hate crimes, and promote effective responses to them.
Gender Stream is focused on advancing and advocating for Draft Law No. 13597, “On Amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine Regarding Combating Discrimination,” which aims to criminalize hate crimes. The draft law forms part of Ukraine’s commitments under international human rights obligations, including within the framework of European integration, the EU accession negotiations (Cluster 1: Fundamentals), and the Council of Europe’s standards on combating hate crimes. The bill was introduced by Member of Parliament Olena Shuliak, who collaborates with Gender Stream. It has been co-signed by 32 Members of Parliament, marking an unprecedented level of support for a legislative initiative that, for the first time, systematically includes bias motives—particularly those based on sexual orientation and gender identity—from the moment of its registration.
