VARTOVI is a unique monitoring, response, and analytics platform created by Gender Stream to protect the rights of LGBTQI+ communities in Ukraine.
Its mission is to document human rights violations, support survivors, and contribute to systemic change aimed at preventing hate crimes based on SOGIESC (sexual orientation, gender identity, gender expression and sex characteristics).
What makes the platform unique is its high-quality monitoring and response to crimes carried out in cooperation with the police. VARTOVI does not merely observe violations — it offers a comprehensive approach to addressing and overcoming discrimination.

Incident Types and Counts (2022–2025)
This section presents data on documented cases of discrimination, hate crimes, and other incidents targeting LGBTQ+ individuals in Ukraine.
The highest overall number of cases was recorded in 2024 (50 cases), with a significant increase in reports of discrimination. In 2022, the highest number of crimes committed by Russian occupying forces was documented (15 cases), likely reflecting the direct impact of the full-scale invasion.

When hate speech comes from individuals in positions of power or visibility, it legitimizes violence.

The police were involved in 29 documented cases.
In 11 of these cases, the police fulfilled their duties in an appropriate and proper manner.
